Government rejects Environmental Audit committee advice on charging for carrier bags

The Government has chosen to exempt smaller businesses from the requirement to charge for carrier bags despite a recommendation from the Environment Audit Committee that there should be a system of universal charging, as there has been in Wales since 2011. The Government also intends to exempt paper bags from the charge, thus allowing any retailers who wish to avoid the charge to switch to paper, and even though paper bags from fast food are one of the most common items of litter.
